Why there is still no Islamic bank in Sydney
Nobody in Sydney, or anywhere in Australia, holds a banking licence for a Shariah-compliant deposit-taking bank. Islamic Money, based at Level 35, International Towers One in Barangaroo, is the venture that came closest and is still pre-launch; our profile and the story of the Islamic Bank Australia licence are covered elsewhere on this site. What exists instead is a layer of licensed credit providers, brokers and co-operatives, plus Melbourne-based financiers who write NSW files. The practical consequence is that your transaction account will still sit with a conventional bank, which is why the halal bank account comparison and the everyday banking playbook matter as much as the financing choice.
The second consequence is that there is no branch counter for Islamic finance. Every provider below works by appointment, phone or online form, and the office address tells you which part of Sydney the staff know best rather than where you must physically go. Bankstown: what the Chapel Road cluster actually does
Ijarah Finance is the anchor of south-west Sydney. Its office is Suite 5, Level 6, 402-410 Chapel Road, Bankstown NSW 2200, and the company trades under Australian Credit Licence 387688 as a subsidiary of Mortgage Providers Pty Ltd, which has traded since 2003 and is a full MFAA member. The shelf is the broadest of any Sydney financier: residential home finance from a 5% deposit plus costs, joint land and construction from 10%, low doc from 10%, vacant land from 20%, rural and commercial from 25%, an Islamic SMSF product, and vehicle and equipment finance for self-employed applicants with an ABN and GST registration. Its Thabet product fixes the rental rate for 2 to 10 years with no break cost and unlimited extra payments, though with no redraw and no offset.
Two other Bankstown names serve different needs. Baraqah is the access play for buyers who have been turned away elsewhere, particularly for cars; its website returned a server error when we checked, so confirm its current products by phone. Halal Loans is a broker that pitches one application compared across a panel of Islamic financiers, promotes 18 free calculators including a stamp duty tool, and describes Diminishing Musharakah structures; its homepage names a panel of scholars without naming them and does not display a credit licence number, so ask for the ACL and the panel list before you lodge. Nearby, LawBridge runs a Chullora office alongside Martin Place for Islamic estate work, and SICHMA certifies halal products from South Granville.
Parramatta: ICFAL and the certification offices
ICFAL, the Islamic Co-operative Finance Australia Limited, sits at Suite 12, Upper Ground Floor, 55 Phillip Street, Parramatta NSW 2150, and has operated since 1998 under Australian Credit Licence 465922. It is the one Sydney provider that is not a lender in the ordinary sense: funds come only from members and are kept, in its words, in an interest-free bank account. A one-off $100 lifetime membership opens the door. Home finance uses Diminishing Musharakah with a 20% deposit, a maximum of $700,000 over up to 30 years (the term shrinks by one year for each year a member is over 40), a $990 transaction fee, no establishment or monthly fees, and a published 'rate of returns from 8.0%'. ICFAL reminds applicants of a 6-month waiting period and asks conditionally approved members to hold at least 10% of the estimated property price until funds are available.
What makes ICFAL distinctive is risk sharing. It says it shares in any profit or loss on the sale of the property, pays its share of council rates, strata, fixed water charges and building insurance during the partnership, and sets rent and share prices from an independent valuation rather than the cash rate, with a review every 3, 5 or 10 years at the member's request. Car finance uses Murabaha with the same eligibility rules. Halal Australia, also in Parramatta, is a certifier rather than a financier and is notable for publishing a dollar application fee where most certifiers quote privately; AFIC's certification program runs from Zetland in the inner south.
The CBD, Barangaroo and the north-west
Riyadh Financial Services operates from 60 Martin Place, Sydney NSW 2000, as Authorised Credit Representative 547213 of Kuone Pty Ltd, Australian Credit Licence 504193. It offers Ijarah home finance on what it calls the Islamic Home Financing Model, investment property finance, construction finance, vehicle finance and commercial finance, asks for a 10% deposit plus purchase costs, and lists fixed and variable rental rate options and a 100% cash management account that pays and charges no interest. It describes an internal Shariah board and external audits but does not name a certifying body on the pages we read. A few blocks away, LawBridge's Martin Place office handles complex Islamic estates, and our Islamic will guide sets out when a law firm rather than an online will service is the right call.

Melbourne-based financiers that write Sydney files
Three of the largest Islamic financiers in the country are headquartered in Melbourne and still finance Sydney property every week. MCCA (Australian Credit Licence 388808) finances residential property up to 90% of value, from $50,000 to $2,000,000 over up to 30 years, with no ongoing fees and no early termination fee, and asks for a minimum 10% contribution from at least three months of savings; its customer testimonials include a Smithfield NSW household. Hejaz offers Gold home finance from a 5% deposit up to $2,000,000 alongside Flexible and Essential tiers at 20%. Amanah Islamic Finance, in Brunswick, states that it has representatives in every state, finances from a 5% deposit and offers fixed rates for 1 to 10 years. All three are quote-only on price.
For a Sydney buyer the sensible approach is to treat the Melbourne lenders as part of the same shortlist as the Bankstown and Parramatta offices, because every one of them works by phone and online form. NSW-specific costs: Revenue NSW duty and first home buyer concessions
Transfer duty is a NSW cost, so it matters which structure your financier uses. Revenue NSW's First Home Buyers Assistance Scheme gives a full transfer duty exemption on a new or existing home valued up to $800,000 and a concessional rate between $800,000 and under $1,000,000, with vacant land exempt up to $350,000 and concessional up to $450,000, for contracts from 1 July 2023. Those thresholds apply to the buyer regardless of whether the finance is conventional or Islamic, provided the buyer meets the eligibility rules. Ask your financier, in writing, to confirm that the First Home Owner Grant and FHBAS paperwork can be lodged through its process; MCCA, for example, asks for grant applications at least three weeks before settlement.
The trap is double duty. Revenue NSW runs an approved shared equity scheme framework under section 281 of the Duties Act 1997, where an approved equity partner can co-own a home with a buyer who holds at least 20%, and as at its last update the page states that no shared equity schemes have currently been approved by the Chief Commissioner. No Islamic financier appears there. That is why Sydney's Ijarah and Musharakah providers structure title so that the buyer is the registered owner: Ijarah Finance says the property is registered in the customer's name while the funder holds a beneficial interest, and MCCA says the same. Before you sign, ask how many dutiable transactions the structure creates and whether any later transfer of the financier's share attracts duty.
Everyday banking for a Sydney household
Financing the home is the easy part to make halal; the transaction account is harder. The workable Sydney setup is a conventional everyday account with any interest declined or set aside for disposal, the home finance payment direct-debited from it, savings held in a member fund (ICFAL's General Member Fund, or MCCA's Income Fund) or a screened managed fund, and a spending app such as Hejaz's Halal Money for day-to-day card use. - South-west (Bankstown, Liverpool, Canterbury): start with Ijarah Finance for a home from 5% or a fixed Thabet term, and for a business vehicle if you hold an ABN; use Halal Loans only after it shows you its licence and panel.
- West (Parramatta, Blacktown, Auburn): join ICFAL early if you can wait 6 months and hold 20%, because its risk-sharing contract is the most distinctive in the country; use Halal Australia or SICHMA for certification.
